On December 20, 2011, CMS issued a memo that announced the QualityNet Identity Management System (QIMS) on-boarding dates for all CROWNWeb Phase III participants. According to the announcement, any Security Official (SO), End User Manager (EUM), or regular End User who will be participating in the Phase III Pilot should begin to register for a QIMS account as soon as possible, beginning with the SO for each facility.&#xD;
&lt;/p&gt;&#xD;
&lt;p&gt;&#xD;
Phase III participants will have until January 17, 2012 to establish a QIMS account, which will also be the first day of the Phase III Pilot project. Registration for the national release of CROWNWeb (users not participating in Phase III) begins on January 30, 2012. CMS and the NRAA will start to analyze HIE data submitted via the Nationwide Health Information Network (NwHIN) gateway as a limited proof-of-concept project during CROWNWeb's Phase III release. As part of this solution, the NRAA will work with electronic medical record (EMR) vendors that meet the project's technical requirements. According to the NRAA, seven EMR vendors will participate in the pilot release. CMS and the NRAA will review the HIE pilot results, and determine the feasibility of making this solution widely available. In addition to this, other questions surrounding the registration process have arisen that necessitate an immediate but temporary delay in QIMS registrations.&lt;/p&gt;&#xD;

&lt;p&gt;&lt;strong&gt;Already Registered Users&lt;/strong&gt;&lt;/p&gt;&#xD;
&#xD;
&lt;p&gt;If you have already registered in the QIMS system and sent your notarized form to the Help Desk, please retain your copy of the QIMS Account form Part A.  When the QIMS system returns online, instructions will be provided as to the process you must follow to complete your account activation.&lt;/p&gt;&#xD;

CMS and the Nationwide Health Information Network (NwHIN) project team are currently working with the Office of the National Coordinator of Health IT (ONC) to complete the process of on-boarding CMS to the NwHIN gateway. The CSV format will allow users to open reports via several applications, such as Microsoft Excel or Notepad, and displays the data using commas to separate the different values. The XLS format will allow users to customize the format and display of the data using Excel's built-in functionality. XLS will also allow users to insert various filters to display only the desired data.  Additionally, if users update their current Adobe Reader software to Adobe Reader X they will be able to highlight text and insert notes to call attention to a certain area on the report when using the PDF format. Currently, if a patient is discharged with a reason such as "Discontinue" and dies within 30 days of the discharge date, users must change the discharge reason on the Admit/Discharge page from "Discontinue" to "Death" and enter the cause of death details on the Patient Attributes page before they can access the 2746 page in CROWNWeb. This enhancement will eliminate a step, allowing the system to indicate that the patient was first discharged and died thereafter. With this change, CROWNWeb will display the Add 2746 link after users indicate the date and cause of death on the Patient Attributes page without requiring them to edit the discharge information on the Admit/Discharge page. As a follow-up to the proposal that NRAA submitted to CMS in Spring 2010 in which NRAA proposed acting as a third-party Health Information Exchange (HIE) gateway for the SDOs and MDOs, the two entities reviewed the technical requirements to develop this "clearinghouse" solution to manage CROWNWeb's patient data submission requirements. This solution would permit the SDOs and MDOs to submit their information to NRAA, who would then format and submit the data to CROWNWeb. This limited production pilot would ensure proper formatting and submission of the electronic data, and NRAA would need to demonstrate a proof of concept and prove success. CMS and NRAA briefly discussed this effort during a joint presentation at the Annual QualityNet Conference on November 30th in Baltimore. Further details regarding this pilot will be shared via &lt;a href="http://www.projectcrownweb.org" class="cLink"&gt;www.ProjectCROWNWeb.org&lt;/a&gt; as CMS continues to work with NRAA to develop a possible solution that will help benefit the ESRD community as a whole.</description><guid isPermaLink="false">18</guid><category>news</category><pubDate>Tue, 30 Nov 2010 00:00:00 -0500</pubDate></item><item><title>Security Officials and Some End User Managers Need Two User IDs </title><link>http://projectcrownweb.org</link><description>&lt;strong&gt;Individuals who will serve as their Network or Facility Security Officials (SO) will always need two User IDs in order to access CROWNWeb&lt;/strong&gt;.In contrast, an End User Manager (EUM) needs only one ID, unless he/she will also serve as a CROWNWeb Facility Administrator (for role and scope management). In this instance, the EUM's first User ID will allow him/her to sign in as a Facility Editor, and the second will allow him/her to sign in as the CROWNWeb Facility Administrator. An SO or EUM will need to fill out a separate QIPS form and have it notarized for each User ID. If an EUM has never had a User ID before and requires the role of Facility Administrator, he/she will need to fill out two QIPS forms and have each one notarized. These User IDs will allow the EUM to separate work tasks as required by CMS Security Regulations. This requirement is a part of CROWNWeb's new robust security protocol, outlined in the QualityNet Identity Management System (QIMS). More information regarding this requirement will be shared as the Phase III release approaches and details become more concrete.</description><guid isPermaLink="false">17</guid><category>news</category><pubDate>Mon, 01 Nov 2010 00:00:00 -0400</pubDate></item><item><title>QIMS to Expedite Account Approval Process</title><link>http://www.projectcrownweb.org/crown/index.php?page=Network_QIMS_Resources</link><description>&lt;strong&gt;The QualityNet Identity Management System (QIMS) will speed up the time it takes to establish new CROWNWeb accounts because the applicant's credentials will be confirmed by the facility's End User Manager and Security Official&lt;/strong&gt;. This new process eliminates the requirement, in most cases, for a notary public to verify an applicant's identification. The QIMS account approval and activation process will be completed in-house by the End User Manager and Security Official. Starting with CROWNWeb Phase III, new users will initiate the account approval process by accessing, completing and printing the QIMS Account Form. The applicant will then take the completed form to his/her End User Manager for approval. Once approved, the account will be activated by the facility's appointed Security Official. This segment of the policy indicates that automated user identification and authentication mechanisms must be in place and well supported for all QualityNet information systems&lt;/strong&gt;. To meet this requirement, during Phase III, CMS will implement an identity verification process that will provide users with a one-time pass code via a phone call, text message, or e-mail. A new code will be required for each CROWNWeb session, and will be automatically generated once the user enters his/her correct username and password on the login screen of the QualityNet Identity Management System (QIMS). Once CROWNWeb issues the pass code, users will have up to 30 minutes to enter it on the log in screen to gain access to the system, and users will be able to have their computers "remember" the code so that it is valid for that one user at that one computer for up to 12 hours.
